William Parker Foulke was a Philadelphia lawyer and philanthropist. A man of many interests, Foulke was concerned with prison reform and prison architecture, the archaeology and geology of Pennsylvania, the colonization of West Africa for settlement of ex-slaves, and arctic exploration.
